INVITATION FOR THE EXPRESSION OF INTEREST TO PARTICIPATE IN THE ESTABLISHMENT OF AGRO-COTTAGE INDUSTRY (CASSAVA PROCESSING MILLS) IN 22 STATES AND FACT UNDER PUBLIC-PRIVATE PARTNERSHIP (PPP) ARRANGEMENT.

The National Food Reserve Agency (NFRA) of the Federal Ministry of Agriculture and Water Resources invites interested and eligible private sector investors/cooperative groups for the expression of interest to participate in the establishment of 200 Cassava Processing Mills in 22 States and FCT under Public Private Partnership (PPP) arrangement.

The main objective of the project is the development of agro-based cottage industries nationwide, thereby creating employment and ensuring food security.

1. Only Investors that demonstrate technical, financial and managerial ability will be considered to participate in the project.
2. Each mill is expected to process 4 tones of cassava per day and produce cassava flour, Chip and Garri.
3. Target States are: Benue, Taraba, Cross River, Ogun, Kogi, Imo, Kaduna, Oyo, Kebbi, Ondo, Nasarawa, Ekiti, Delta, Edo, Enugu, Kwara, Abia, Anambra, Ebonyi, Osun, Rivers, Bayelsa and FCT.

FINANCIAL ARRANGEMENT
i. Federal Government  -           40%
ii. Private Investor           -           60%

The Private Investor is expected to make and initial payment of 20% for the project while the balance of 40% may be sourced on negotiation with collaborating banks.

SUBMISSION OF EXPRESSION OF INTEREST:
The Expression of Interest document should be submitted in 2 copies, properly bound, sealed and clearly marked at the top right hand corner “EXPRESSION OF INTEREST TO PARTICIPATE IN THE ESTABLISHMENT OF AGRO-COTTAGE INDUSTRY (CASSAVA PROCESSING MILLS) UNDER THE PUBLIC-PRIVATE PARTNERSHIP ARRANGEMENT” With a Non-Refundable Fee of N20,000 (Twenty Thousand Naira) only in bank draft in favour of the National Food Reserve Agency.

The sealed envelops should be addressed and delivered to the office of the Executive Director, National Food Reserve Agency (NFRA), Federal Ministry of Agriculture and Water Resources, Mabushi, Abuja before 12.00 noon on March 23, 2009.

All the expression of interest documents shall be publicly opened at 12.00 noon on the same day at the National Food Reserve Agency Conference Hall.
